Over 185 Years of Investment and Policy Making Experience
CalTRUST is governed by a Board of Trustees, all of whom are experienced local agency finance professionals, members of the governing body or officers or personnel of public agencies, which are members of the CalTRUST JPA. The CalTRUST Board strives to be representative of the participating agencies. The Board of Trustees is responsible for setting overall policies and procedures for CalTRUST and for hiring and supervising the activities of the Administrator, Investment Manager, Fund Manager, Custodian, Legal Counsel, and other agents of the Trust. Trustee meetings are held semiannually at various locations around the State and are open to the public.

John Colville
City of Sacramento - President
CalTRUST Trustee since September 2009. City Treasurer, City of Sacramento since April 2017; Chief Investment Officer, City of Sacramento since 2004. Investment Officer, California State Teacher’s Retirement System (CalSTRS) from 2002-2004. Portfolio Manager for Barclays Global Investors from 1999-2002. Analyst for Franklin Templeton Mutual Funds from 1992-1999. Licensed General Securities Representative (NASD Series &), General Securities Principle (NASD Series 24), and Registered Options Principal (Series 4). Academic background includes a bachelor’s degree (Economics) from San Francisco State University and MBA in finance from Golden Gate University.

Don Kent
Riverside County - Secretary
CalTRUST Trustee since August 2009. Serving Riverside County since 1997, Don was appointed Chief Finance Officer in August 2017. Prior to that, he served as Treasurer-Tax Collector from November 2008 – August 2017. Don oversaw one of the largest investment pools in the state of California, surpassing $8.2 billion in April 2017, maintaining the highest ratings for LGIP’s from Moody’s and FitchRatings. Previous positions include Assistant Investment Officer, Chief Deputy Treasurer-Tax Collector, Assistant Treasurer, and Assistant Treasurer-Tax Collector. Currently serves as Chairperson and member of the County’s Investment Oversight Committee, Pension Advisory Review Committee, Deferred Compensation Committee, and Debt Advisory Committee. Prior to the County, he served in the financial services industry as a licensed investment executive with a major national brokerage firm. Academic background includes a bachelor’s degree (Business Administration and Finance) from California State University, San Bernardino.

Dan Mierzwa
Contra Costa County - Treasurer
Dan Mierzwa joined the CalTRUST Board in March, 2022. He began with Yuba County in 2007 as Assistant Treasurer & Tax Collector and Investment Officer. He quickly rose through the ranks and became the Yuba County Treasurer & Tax Collector in December of 2009, serving in that capacity through 2023. In December 2023, Dan Mierzwa was appointed as the Contra Costa County Treasurer & Tax Collector, effective January 1, 2024. In addition to his service to Contra Costa County, Mierzwa is very active in the local government and finance industry, currently serving as the Legislative Chair for the California Association of County Treasurers and Tax Collectors Association (CACTTC). He has served on both the CACTTC Legislative and Executive Committees since 2010; serving as CACTTC President in 2014-15. Dan serves on a variety of other statewide and regional boards, including the California League of Bond Oversight Committees (Cal BOC) Board of Directors, Yuba Community College District (YCCD) Retirement Board, Yuba Levee Financing Authority (YLFA} Board, California Statewide Communities Development Authority (CSCDA) as a Commissioner, as well as being the past chair of Sierra Central Credit Union (SCCU} Board of Directors. Prior to his work in public service, Mierzwa began his career in the financial industry in 1999 as an investment advisor with Merrill Lynch Capital Markets. His experience of investment banking, advisory services, sales and trading to institutional government accounts, as well as managing county investment pools since 2007, provides him a depth of background to help provide prospective on the ever changing investment options and environments that we find ourselves in both now and in the future.

Thomas Hays
Eastern Municipal Water District - Trustee
Thomas Hays joined the CalTRUST Board in October 2023. He is the Assistant Chief Financial Officer and serves as the Deputy Treasurer for Eastern Municipal Water District (EMWD). EMWD is California’s sixth largest water district which provides essential retail water, recycled water, and sewer service in western Riverside County serving a population of nearly one million people spanning over 680 square miles. Hays’ responsibilities include managing EMWD’s budget, rate development, debt, treasury, and its land-secured financing program. Previously, Hays was the Deputy City Treasurer for the City of Palm Springs and began his public service career in 2013 working for the City of Riverside overseeing its Treasury Division. Prior to entering public service, Hays spent several years in private sector retail banking at JPMorgan Chase as a Licensed Banker holding Series 6 and 63 securities licenses. He entered the financial industry in 2004 as a high school intern at Washington Mutual Bank. Academic background includes a bachelor’s degree with honors (Business Administration) from California Baptist University and an MBA in finance from the University of La Verne.

Chuck Lomeli
Solano County - Trustee
CalTRUST Trustee since January 2003. Treasurer-Tax Collector-County Clerk, Solano County since 1999. Assistant County Treasurer, Solano County from 1994-1999. Investment Executive, PaineWebber 1991-1993. United States Marine Corps Veteran. Past President of the California Association of County Treasurers and Tax Collectors Association (CACTTC). Academic background includes a bachelor’s degree (Finance) California State University Hayward and an MBA in finance from University of Phoenix, and AA Georgia Military College.

Matt Paulin
City of Sunnyvale - Trustee
Matt Paulin joined the CalTRUST Board in September 2023 and possesses more than 29 years of public sector work experience. He currently serves as the Finance Director and Treasurer for the City of Sunnyvale. Before then, he served in various leadership positions with Elk Grove, Stockton, San Joaquin County, the California Department of Finance, and the California Department of Motor Vehicles. Matt is an Army veteran. Academic background includes a bachelor’s degree (Sociology) from the University of the Pacific and a master’s degree in public administration from California State University Stanislaus.

Jake Stroud
Monterey County - Trustee
Jake Stroud joined the CalTRUST Board in 2026 shortly after his appointment as Treasurer-Tax Collector for the County of Monterey. He oversees the billing and collection of more than $1.1 billion in annual taxes and manages the County’s $3.5 billion Treasury Investment Pool. Before joining Monterey County in 2017, he worked for the Minnesota Department of Revenue in tax collection and management analysis. Jake holds the designations of Certified California Municipal Treasurer, Certified Public Funds Investment Manager, and Certified Government Investment Professional. He serves on the Executive Board of the California Municipal Treasurers Association and participates in statewide policy and technology efforts through the California Association of County Treasurers and Tax Collectors. He holds a Bachelor of Arts degree from the University of Northwestern and has completed executive leadership programs through the California State Association of Counties and the National Association of Counties.
