Laura Labanieh, EMPA, began her career in local government in 2001 and since then has worked extensively with special districts, cities, and counties in California. She began her foray into local government working with the California Special Districts Association focusing on membership and program development. After seven years focused on special districts she came to work for the California State Association of Counties (CSAC) Finance Corporation in 2008 where she served as the Director of Operations focusing on program development and operational management. In this role she also served as the Administrator for the Investment Trust of California (CalTRUST) and the Executive Director for 211 California. When the CalTRUST Board of Trustees decided to take the next step in their growth in 2019 and hire their first full-time Chief Executive Officer, Laura was honored to be selected for the position. Laura earned her BA in Communications from the University of California, Davis and her Executive Masters of Public Administration from Golden Gate University. She previously earned her Certified Association Executive designation from the American Society of Association Executives. She has also completed the CFA Institute Investment Foundations certification and is working on additional professional designations. Laura is as passionate about travel as she is about public service and enjoys adventuring around the globe. In her free time, when she is neither working nor on an adventure, Laura can be found golfing and logging miles each day with her Doberman.

Nicole Zajic started with CalTRUST in 2021 and has 15 years in California local government experience. She began her career working with local governments after obtaining a degree in Government from California State University, Sacramento, spending time interning at the California Special Districts Association, where she went on to work for over a decade. She has extensive service-based experience and brings that expertise to CalTRUST, assisting agencies as they establish accounts with and engage with CalTRUST and its funds. She resides in Sacramento with her husband and young son.

Todd has over 25 years in local government experience. During his career , he has worked with counties, cities, special districts, and dozens of associations who represent service specific government entities. Todd joined CalTRUST in 2021, bringing experience to the local government investment space that incorporated elements of brand identity, communication, customer service, and marketing. He has received the Investment Foundations Certificate from the CFA Institute and continues to learn with educational and thought leadership programs from groups such as CDIAC, CSMFO and CMTA. In his down time, Todd enjoys spending time with family, hanging out with his three dogs, and coaching football.

James brings over 20 years of experience in local government and design management, working with counties, cities, special districts, and various associations to support service-specific government entities. Since joining CalTRUST in 2023, he has applied his expertise in technology, communication, customer service, and marketing to enhance the local government investment space. With a strong technical background in website infrastructure management, analytics, and digital platforms, James has consistently delivered innovative solutions to meet organizational goals. His dedication to continuous learning is highlighted by earning the Investment Foundations Certificate from the CFA Institute and actively engaging in ongoing professional development initiatives.
